Det/Sgt K. Shuping attempted delivery of a sex offender registry validation after it had been returned by the United States Postal Service stating that the recipient, Michael Todd Allman, no longer lived at the address indicated on the letter, 142 Delanos Ln. Upon arriving to the residence Det/Sgt Shuping observed that the residence was unoccupied and no furniture in the trailer. Det/Sgt Shuping determined that the property was owned by Clarence Spillman and interviewed him. Mr. Spillman advised that the residence was rented to a Lisa Cruse and that she had moved out prior to May 1st.
Det/Sgt Shuping obtained a warrant for failing to notify the Sheriff of an address change for Allman and the warrant was sent to Rowan County due to last known address and knowledge of relatives in the area.
